i dont usually make tilesets, i figure its best for the mapper to make his/her own....but i can give you some tips...i used to have the same problem...
first off, never or rarely make a tileset just for the hell of it...
you need to have a plan for what you want in the level, enemy placement ideas, etc...if you know what you want to happen, you should have no problem making the level...
basically, dont build a level for a tileset, build a tileset for a level idea and tweak as much as needed...
a good level with a mediocre tileset is better than a bad level with a cool tileset
