I had about three hours to make a race...

I just threw this together really fast, but to be honest, this is better than I thought I could do.

I actually really like the tileset

The flow however, although very smooth, feels somewhat bland. The route is just wide and curvy with not much vairance in flow. That and it's less than 400 frames long. I managed to get nearly 600 from less space in my latest short race.

Next time try to go for a larger scale. Races become really good once you have several paths crisscrossing to and fro around the map. Enemies can give multiple close calls, etc. There's just a lot more to races that this doesn't have.
