Take a screenshot of a map to get the right size (border must be included and size must be to the pixel otherwise it'll mess up), and edit it with an appropriate program. Everything is drawn in front of the background, so it can be a JPG if you like, but the foreground typically has transparency, so you need a program that can handle that (not MSPaint) and you have to save it to a format that can handle that (like PNG). Anything I missed? You can also follow the links on any map using an image to get an example of what the images look like outside of the map.

And also, why would you want people to rate this?
