In some cases
a Reviewer has things to do in the real world that supersedes reviewing a map. It's not necessarily that they forget but that life has intervened and they are not able to make a review or let someone know that they can't do their review for that day.
I don't expect a Reviewer to come up with a map or a review ahead of time. (A majority of my reviews have been maps that I chose that day and wrote the review on the spot.) I simply expect them to review 1-2 maps or more every month and allow others to fill in their 1-2 maps every month. If a Reviewer cannot commit to that then they are removed when it is brought to an admin's attention. Slowly we've been gaining a nice buffer of people who are consistently reviewing maps and I hope that some time in the future we can have between 15 and 20 reviewers who consistently review a map.
If we get up to 25 Reviewers then there will be long periods of time between each person having a chance to review and they will become disinterested from having to wait so long. It's called a "carrying capacity" and the term is probably in your school biology book somewhere.
